Although it is surprising but it is true that the term 'International Orders' has historical origins, it was when the nomadic groups first settled and became sedentary communities. The earliest recorded example of this process took place around 15,000 years ago in Sumer(modern day Iraq). These sedentary communities accumulated surpluses that provided them subsistence and allowed them to trade between groups, also put them at the risk of attack. As the society developed, it created political hierarchies. These groups in society interacted with their counterparts, establishing proceedings which now is called Diplomacy. If we consider world history, every region in the world has been home to regular, widely shared practices of commerce, war and law. Many of these International Orders have developed through extensive interactions between other parts of the world.
